    UTIITSL Calls for Proposals to Build AI-Powered Dashboards for Medical and Pension Systems

    UTI Infrastructure Technology and Services Limited (UTIITSL), a government-owned technology services provider, has issued an Expression of Interest (EOI) to develop AI and BI-based dashboards for its Medical Benefit and Pension Disbursement (MBPD) system. This marks a significant move toward modernizing India’s digital public service infrastructure using data-driven technologies.

    The project is aimed at enhancing decision-making, improving operational efficiency, and strengthening fraud detection through the integration of Business Intelligence (BI) and Artificial Intelligence (AI) tools.

    Why This Project Matters

    UTIITSL plays a key role in delivering digital services for public sector operations, such as PAN card issuance, medical benefit processing, and pension disbursement. As part of its broader digital transformation strategy, UTIITSL is now investing in intelligent dashboards that provide real-time data insights, automated analytics, and predictive monitoring.

    This initiative aligns with the government’s goal to drive transparency and accountability by leveraging advanced technology across critical citizen-facing services.

    What the Project Involves

    The selected vendors will be responsible for designing, developing, and implementing a comprehensive analytics dashboard system. Key deliverables include:

    1. Data Management and Integration

    • Setting up MySQL-based databases dedicated to reporting.
    • Building robust ETL pipelines for seamless data migration and transformation from source systems to the dashboard environment.

    2. Dashboard Development

    • Creating BI and AI-enabled dashboards for tracking claims, identifying delays, and monitoring financial transactions.
    • Using AI for anomaly detection, fraud prevention, and predictive analytics to improve claims and pension processing accuracy.

    3. System Deployment

    • Hosting the dashboards on RailTel’s secure cloud platform.
    • Implementing role-based access controls in compliance with CERT-IN and Government of India security standards.

    4. Support and Maintenance

    • Providing ongoing support for three years, including performance optimization and bug fixes.
    • Offering both remote and on-site troubleshooting.

    5. Training and Documentation

    • Delivering hands-on training to end-users.
    • Supplying detailed user manuals and technical documentation for ongoing internal use.

    Project Goals

    Through this initiative, UTIITSL aims to:

    • Deliver real-time, actionable insights from vast datasets.
    • Streamline operations in medical and pension claim management.
    • Minimize fraud with the help of AI-based detection algorithms.
    • Shorten processing times through automation and better resource allocation.
    • Provide a user-friendly interface for stakeholders via customizable dashboards.

    Who Can Apply?

    UTIITSL is looking for experienced technology service providers that meet the following criteria:

    • Minimum five years of experience in software development, preferably in government or public sector projects.
    • Valid GST registration and incorporation certificates.
    • Certifications such as ISO 27001 and CMMI Level 3 or higher.
    • Proven success in at least two similar BI/AI implementations for government or PSU clients.
    • Average annual turnover of INR 25 crore over the last three financial years, with consistent profits.

    Applicants must submit supporting documents, including client testimonials, project credentials, and financial statements, via the government e-procurement portal.

    Selection Process

    The evaluation will take place in two stages:

    Stage 1: Eligibility and Documentation Review

    • Applicants must achieve at least 25 out of 50 marks, assessed on business credentials, compliance, and technical experience.

    Stage 2: Technical Presentation

    • Shortlisted firms will present their technical approach, dashboard design strategy, and case studies.
    • A minimum of 35 out of 50 marks is required to qualify for the next round.

    Vendors who score at least 60 out of 100 overall will be invited to participate in the limited tender for financial bids.

    Key Dates and Submission Process

    • EOI submission window: 25 April 2025 to 15 May 2025 (3:00 PM IST)
    • Deadline for pre-bid queries: 2 May 2025 (3:00 PM IST)
    • Opening of technical bids: 16 May 2025 (3:00 PM IST)

    Financial Requirements

    • EMD: ₹2,00,000
    • Tender Fee: ₹5,000
    • Exemptions: Available for registered MSEs and startups with valid certification

    Legal and Compliance Expectations

    All participating vendors must fully comply with the Personal Data Protection Act, CERT-IN guidelines, and government-issued IT security protocols. False claims or non-compliance will lead to disqualification, forfeiture of the EMD, and potential blacklisting.

    The selected vendor must also sign a Non-Disclosure Agreement (NDA) and commit to high standards of data privacy and confidentiality.
